We own very little in our country. _______,,,, The retail, wholesale and real estate in our towns and cities are controlled by Chinese interests. We own almost nothing in the logging industry. It is, as we all know, controlled by Malaysian interests. _______,,,,,, There is an increasing push by (new) Chinese business owners who are buying up National Housing Corporation (NHC) properties and forcing out Papua New Guineans – YOUR people – on to the streets. _______,,,,, There is no strong legislation that prevents 100 percent foreign ownership of property and land. Papua New Guinea Prime Minister James Marape has appointed six vice-ministers help deliver Government’s social and economic policies. They were sworn in at Government House on Tuesday. It takes to 11 the funded vice-ministerial positions in the Marape-led Government. “These vice-ministerial positions are important to assist ministers with heavy responsibilities (for the) Government to remain functional until the 2022 national election,” Marape said. He ruled out any Cabinet reshuffle in the meantime but all ministers are required to submit their key performance reports this week “to show what they have done so far in driving the Government’s economic and social policies and to fight corruption in public offices”. “I have also reorganised my office and appointed a chief of staff and we will do a review of what we have done since being in office for the past two years,” he said. Political Commentary by Brian Folock All Ministers in One = Prime Minister. The prime minister in Papua New Guinea is the Minister of all the Ministers. Likewise, all the Departmental Heads in One is the Chief Secretary. All Provinces in One = Papua New Guinea. All Districts in One = 22 provinces. 22 Provinces in One is our Country Papua New Guinea. All Local-level Governments in One = the 111 electorates. Former Prime Minister Peter O'Neil conceptualized the above unificational synthesis in public administration very, very well. His performance was exceptional. He ruled with 'iron fist'. He was the chief minister overseeing all ministers. Whilst the ministers were still thinking, he was already thinking ahead. He was the real Prime Minister who knew beforehand, ahead of all else, what it means to be the prime minister. Many complained of bypassing or undermining the ministers and some said was performing the secretaries' roles. But that is what a prime minister should be doing - a smart and articulative Chief Minister, CEO and Big Boss. In February 1976 the Governor General acting on advice from NEC by gazettal notice established the Department of Police and Office of Secretary of Police. In 1979 Phillip Bouraga was appointed both as Commissioner of Police and Secretary of Police. In 1981 he was charged by the Public Services Commission for disciplinary offences arising from his refusal to obey a direction from the then Police Minister. A Board of Inquiry was established to hear the charges against Mr Bouraga. A reference was filed by the Board in January 1982 before the Supreme Court to answer certain questions on the matter. A 3 men Supreme Court, (comprising Kidu CJ, Kapi & Pratt JJ) held 1) that the Department of Police and Office of Secretary of Police were established under Acts of Parliament through gazettal notice, 2) Royal PNG Constabulary and Office of Commissioner of Police were established by the Constitution and their functions and powers were conferred by the Constitution. The Supreme Court expressed the view that the powers and functions of the Police Commissioner cannot be transferred to and performed by the Police Department and the Police Secretary. And on Mr Bouraga, the Supreme Court held that as Police Commissioner, he was not subject to direction or control by the Police Minister and that the Public Services Commission did not have displinary power over him. National Capital District Governor Powes Parkop reminded leaders that they were breaching protocols with more than 50 people in chamber. “We are talking about health response, the reality is this that the pandemic will not stop. Marape and the government MPs then adjourned parliament to avoid a vote of no confidence (VONC) citing increasing COVID-19 cases. So let’s begin with the COVID-19 excuse. There is no requirement that you bunch of idiots camp every-time there is a VONC. After the motion is presented to the parliament, go back to your homes and wait out the one week requirement and come back to parliament and deal with the VONC. So that’s a lame excuse. Is it the right time for a VONC? NO! But in a parliamentary system, the executive derives from, and remains accountable to the parliament or the legislature. No one gets to decide whether the timing is right. Parliament does. By adjourning parliament, the executive is avoiding accountability. Furthermore, Marape had the numbers, be a Huli Man and meet them on the floor of parliament mate. When Namah called for Marape to resign because MPs resigned en mass and moved to the opposition in November 2020, Marape responded: Political Commentary This sad truth will not go well for team Polye but they are entitled to their opinions and commentaries. In several posts on facebook, Polye's cohorts are claiming 2017 election was rigged by PNC and Manase. Some said Manase was not voted truely by Kandep people. Polye in his court petitions generally sought a verification on errors and ommissions in 2017 counting which he was successful. Court ordered a recount in favour of his petitions. Generally, the support for Polye far and wide in PNG is big assuming Polye as a best and true mandate of the people of Kandep. "O'Neill & Namah - May be 'Png's only Better Deal' into 2022" Sir Michael led PNG under Pangu Pati into Political Independence Sir Michael then, was with his own Crop of Visionary Leaders. They wanted PNG to be able to make Its Own Decisions.(political) They wanted PNG to Earn Its Own Keeps.(economical) The Pangu Pati Wheel failed to deliver in the latter years because, there was None of those Patriotic Loyalist Visionary leaders left in Pangu Pati to move Png forward. The only good thing left for Pangu was its independence legacy. Sir Michael saw it, and moved into another gear to create National Alliance Party, thinking that would be the Vehicle to Achieve better results for Png's growth. Again, advisors and politicians not sharing Sir Michael's Visionary Focus for PNG filled up the National Alliance Party seats. The accumulative years of free windfall in economical gain was Nature's Blessing to Sir Michael from 2002 to 2011. The Good Lord seemed to be patronising with Sir Michael, blessed PNG with years of plenty in the extractive mineral resources sector. We are truely living in a cruel society comprised of people who are both physically and mentally sick these days.
Walk the streets and see for yourself! The country has gone berserk with leaders loosing control of its grip to regulate law and order. Hence there is complete break down of law and order while people are living daily on the natural instincts of survival. " The Survival of the fittest " The public institution are not operating as normal to serve our general populace, the gap between rich and poor is widening everyday and there is no command and control of law and order and perhaps there is total chaos and anarchy in our peaceful society. Alot of our citizens are dying from curable diseases everyday and the death toll are increasing on an alarming rate. |
