PPP Party Policies
These are the People's Progress Party Policies
- PPP will ensure that any constitutional changes will be effected by a strict
adherence to democratic principles.
National Government
- PPP will ensure that PNG has an effective representative government,
one in which the people have faith, confidence and respect.
Provincial Government
- strengthen the auditing and accounting facilities at the provincial level
and strengthen the office of the Auditor-General at the national level;
- improve the dialogue between the National Government and the
Provincial Government, at the level of Governor’s Regional Conferences
and the combined Governor’s Council.
- support and promote autonomy on a selective basis for provinces which
are willing, ready and have capacity to run an autonomous provincial
government.
- support and promote the role of women at all levels of the government.
Local and Community Governments
- Committed to preserve and strengthen local and community governments
by instituting a system of tied and direct grants to community level
projects, determined by the elected members of their governments.
Public Services
-maintain firm control on the growth of Public Service and ensure that any
reduction in numbers will occur through a process of natural attrition;
-decentralize effective administrators to the provinces by encouraging
public servants to accept rural posting through a system of promotion and
salary incentives.
-devise a fair and equitable bonding system for a maximum of five years
for public servants who have received professional training at government
expense, in order to retain skills inside the public service.
-review all recruitment and personal management procedures

- encourage stable growth through rational expansion of the economy.
Banking
- encourage banking and financial institutions to maintain a strong
investment commitment to the under developed rural areas in order to
achieve a more balanced level of development through the entire nation.
- encourage rural development by supporting the National Development
Bank and Microfinance banks to provide credits and liquidity needed in the
rural areas.
- Stimulate competition among financial institutions by promoting a
hundred percent government – owned bank and encourage the further
introduction of reputable foreign banking institutions.
- Economic Development
- Implement vital development policies designed to provide the
infrastructure necessary to improve the quality of life of our people in the
rural areas.
Land and Land Usage
- maintain traditional rights and ties of the people to the land.
-assist them to develop and reap maximum benefits.
Agriculture Development
-promote national food security through productive management and
sustainable utilization of agriculture land
-promote the expansion, rehabilitation and sustainable management of the
commercial and plantation agriculture
-Relevant training and impartation of agricultural knowledge and skills to
all Papua New Guineans.
Business Development
Ensure that government assistance to entrepreneurs is distributed on an
equal basis between rural and urban areas in pursuance of the
Constitutional goal directive principle that calls for bulk of the economic
enterprises in the country to be controlled by Papua New Guineans.
Natural Resources
-Maintain ownership and control our natural resources and generate
substantial extra income from export.
-decrease our reliance on foreign aid.

Industrial development
-establishment of an efficient and self-reliant industrial base linked with
the development of the agriculture and mining sectors.
-encourage down-stream processing of mineral ore and agriculture
products.
-earn foreign exchange or savings on foreign exchanges and which are
viable import replacement industries.
Labour, Employment and Industrial Relations
-Strive to create the conditions necessary for those who seek formal
employment to be better able to obtain it.
-make rural life more attractive and more fulfilling for those who do not
seek formal employment.
-establishment of informal activities and maximizing informal sector.

-support the trade union movement in PNG and encourage unions to
represent the real and legitimate interest of PNG workers.
Transport

-advocates greater emphasis on the establishment of properly manned and
equipped health centres and sub-centres in both rural and urban areas with
less reliance on large base hospitals. Every health centre should be headed
by a qualified doctor, supported by properly trained staff.

-institute free and universal primary education and subsidized secondary
and tertiary education.
