Political Commentary by Brian Folock All Ministers in One = Prime Minister. The prime minister in Papua New Guinea is the Minister of all the Ministers. Likewise, all the Departmental Heads in One is the Chief Secretary. All Provinces in One = Papua New Guinea. All Districts in One = 22 provinces. 22 Provinces in One is our Country Papua New Guinea. All Local-level Governments in One = the 111 electorates. Former Prime Minister Peter O'Neil conceptualized the above unificational synthesis in public administration very, very well. His performance was exceptional. He ruled with 'iron fist'. He was the chief minister overseeing all ministers. Whilst the ministers were still thinking, he was already thinking ahead. He was the real Prime Minister who knew beforehand, ahead of all else, what it means to be the prime minister. Many complained of bypassing or undermining the ministers and some said was performing the secretaries' roles. But that is what a prime minister should be doing - a smart and articulative Chief Minister, CEO and Big Boss. His upbringing, coupled with his high level of IQ and background knowledge of information and the prevalent of issues syncronized well with his tertiary knowledge and skills to outgun all slow thinkers, learners, new comers, sluggish and moody parliamentarians. He sped up the cumbersome and distorted public service machinery to react and act with the speed of his thinking, timing, liking and vision. If it meant to bypass the established processes and procedures, he took the risks in the name of fast forwarding PNG to catch up with development.
He moved this country based on a thesis he wrote titled "Development Paradoxes and Dilemna of Papua New Guinea". He pressed any button that represented SWOT Analysis of every LLG, District, Province and held PNG in his heart. The country's internal revenue sources put together generate only K10 billion or slightly higher. But the development aspirations, issues and doldrums required to be met by the National Annual Budget was not enough. The demand for goods and services exerted by the country on the government are much higher than the K10 billion plus revenue. So he relaxed that pressure by borrowing at a reasonable or low and manageable repayment rates. With the borrowed monies, he did his best to meet the pressing demands. He did that on a highly recommendable tone. He knew what Papua New Guinea needed first and foremost - advanced and affordable INFRASTRUCTURE Development. His priorities started from Infrastructure Development. With infrastructure development goes economic development so he pumped in monies in SME's, Agriculture, Tourism, Fisheries, Logging and other Economic Development Programs. Law and Order came next. There must be normalcy, peace and harmony among the communities or within the country in general. So he made it his priority to police up the nation by recruiting 10,000 security personnel annually. An educated population adds to the growth of a nation. Yes. He said there must be FREE EDUCATION for all. This policy enrolled 1 million people in schools. A healthy and energetic population contribute effectively to the development of a nation. Yes. He built many new hospitals around the country. Drugs in all the existing hospitals were made available on a timely basis. His government's performance were evaluated at the beginning of every year. That is what public administration is what is all about. Yes. He adviced all DDA CEO's, Provincial Administrators, Departmental Heads and CEO's of SOE's to continue monitor and assess performances of their respective organisations. One of the best thing he did: - Alignment of Development Partners with his Government's Priorities. He said we do not have enough money so donor partners and agencies pull strings in counter-funding priorities set by his PNC led government. Prior to that, these organisations did their own thing which at most times fumbled up leading to distortions. Another best thing: - he brought the whole world closer and advertised PNG as an investment destination. Yes. The private sector grow the economy. Many world leaders threated him like a prime minister of a country that had every resources needed and a nation in need of their assistances. He told them what Papua New Guinea craved for and wanted to be through which he won their hearts! Hey, is my volume loud and clear? Yes. He spent all nights working. He spent most times traveling to get first hand information. He took calculated risks. He thought ahead of time and was visionary.
