After my last post, announcing the Allegiance Party’s plans to endorse former Chief Justice Sir Arnold Amet in the byelection for Moresby North West Seat, I noted a number of people asked: why Sir Arnold Amet? And as a former Governor of Madang why is he seeking re-election in Moresby instead of Madang? Sir Arnold Amet moved back to Moresby North East in early 2020. Early this year, I asked him if he would consider contesting the byelection under the Allegiance Party - a request he accepted. At that time, the Party had yet to make a decision on a suitable candidate. Sir Arnold is a senior statesman, a former Chief Justice, Attorney General and Governor, and he brings a wealth of experience, maturity and wisdom. His ethics in leadership are beyond question. The Allegiance Party has vowed to fight corruption and deliver on our policies to empower the people. The party has designed and developed one of the most robust, innovative delivery structures that places the power in the people.
So does Sir Arnold Amet qualify to contest Moresby North-West Open? Section 103 of the Constitution sets out the requirements for a person to qualify to contest an election. It states that they must not be less than 25 years of age, and must have been born in the electorate, or resided in the electorate for a period of five years at any time during their lifetime, or have resided in electorate for a continuous period of two years from the date they nominate. In the case of Sir Arnold Amet, he qualifies to contest the Moresby North West election having lived in Hohola and Waigani for more than 5 years since he first moved to Port Moresby in 1971. Does he qualify to vote in the North West Electorate? Section 5 of the Organic Law on Elections provides that a person is entitled register to vote in an electorate provided he/she has been living in the electorate for no less than 6 months up to the date he/she registers to vote; or if they nominate to contest the election for the electorate. In this case Sir Arnold Amet, having lived in Moresby North West for more than 5 years, qualifies to both contest and vote in Moresby North-West byelection. A requirement of law, on the date of nomination he will be added to the roll. I believe Sir Arnold is an outstanding candidate for Moresby North West. His honestly, integrity, and strong track record of the highest standards of public service makes him the best representative of the Allegiance Party in 2021. Byelection for North West will afford the party the opportunity to lay down our strategic and innovative campaign structures and showcase the parties polices going into the 2022 National Elections.
