In Papua New Guinea and many other countries, the vote of No Confidence is "A motion of no confidence, or a vote of no confidence, or no confidence motion, is a statement or vote about whether a person in a position of responsibility is no longer deemed fit to hold that position" In Papua New Guinea Vote of No Confidence comes about of the following scenario. A change of Government comes about by one of two scenarios. Scenario 1: a successful vote of no confidence in the Prime Minister during Parliament Scenario 2: a vacancy in the office of Prime Minister. Scenario 1 involves the Opposition giving notice to the Speaker of Parliament that they intend to move a motion calling for a vote of no confidence (VONC) against the Prime Minister. The notice must be in writing, state the name of the alternative Prime Minister, and be supported and signed by no less than twelve Member of Parliament. The Speaker will then table notice of a motion of no confidence before the Permanent Parliament Committee. The Committee is made up of seven Members of Parliament. These Members are: 1) Speaker 2) Deputy Speaker Others 5 members from the government and opposition. The Committee normally meets at 1pm every Wednesday when Parliament is in session to consider any Private Members bills (proposed legislation). In this case, they would also consider any notice of a motion of no confidence against the Prime Minister. The Committee’s role is to ensure the notice of a motion of no confidence has met the constitutional requirements. It should name the alternative Prime Minister, be signed by twelve Members of Parliament and be moved outside the grace period (18 months after the appointment of the Prime Minister) prohibiting a motion of no confidence. Once the Committee confirms the notice is in order, the Speaker will direct the Clerk of Parliament to list it on the notice paper (Parliament’s Notice of Agenda). When Parliament reconvenes the next day (Thursday) the Speaker will announce that the Committee received notice of a motion of no confidence against the Prime Minister. After confirming it was in order, the motion had been listed on the Notice Paper. A copy of the same notice is distributed to each of the Members of Parliament. The Speaker will then move to adjourn Parliament for seven days before the motion can be moved on the floor of Parliament. The Members of Government and Opposition will go into camps to reaffirm their numbers. Parliament cannot entertain a motion of no confidence until it is listed on the notice paper by the Committee, and no less than seven days’ notice must been given before it is moved. Seven days later, on the following Thursday, Parliament will reconvene. The first order of business will be the motion of no confidence. The Clerk will read out the notice of motion of no confidence and invite the Member of the Opposition who proposed the motion to rise in their chair and move it (read it out). The motion must then be seconded (supported) by another Member of Parliament. Members of Parliament will then be given the opportunity to debate the motion, and explain why they oppose or support it. The Speaker will then call for a vote. To be successful, the motion must secure the support of the absolute majority of the 111 Members in Parliament – namely 56 votes.
