Papua New Guinea OPPOSITION Leader Belden Namah has questioned why a payment of K3 million was made to PC & M Ltd in 2013 by the Treasury Department at the instruction and direction of the then-finance minister, Prime Minister James Marape. Namah raised the question in Parliament yesterday, saying “the answers to the question may expose the schemes, scams and fraudulent activities that have been prevalent over the years within the Department of Finance and Treasury, and many other state institutions that were initiated and perpetuated”. He called on Marape “to confirm or deny that he knowingly was involved as finance minister then to defraud the Independent State of Papua New Guinea by making this inflated outstanding payment to the managing director of consultancy company PC and M Ltd. The Vanimo-Green MP revealed that PC and M Ltd’s managing director was Rainbo Paita, who is now the Finance Minister.
Namah also called on Marape to tell Parliament the due processes and procedures that were not followed in seeking clearance from the State Solicitor’s office prior to making the K3 million payment. Namah said that he had also initiated the process to refer the matter to the National Fraud and Anti-Corruption Directorate. He said he wanted the fraudulent payment made to PC and M Ltd investigated. Marape welcomed Namah’s intention to lay a complaint with the National Fraud and Anti-Corruption Directorate to investigate. He said the Finance Department was a public office and he (Namah) or anyone for that matter who had issues were welcome to present to police so that an investigation could be done to establish what law was broken.
