Former Police Commissioner Gari Baki said the appointment of Francis Tokura as Acting Police Commissioner is against the spirit of the Bougainville Peace Agreement and compromises the Referendum. The National Executive Council on the 5th of July appointed the Bougainville Police in Chief Francis Tokura to replace Gari Baki as Acting Commissioner. The NEC also appointed Joanne Clarkson as Acting Deputy Commissioner - Administration replacing Raphael Huafolo, and Peter Guinness as Acting Deputy Commissioner - Operations replacing Jim Andrews who's terms of contracts expired on the 4th of July. Mr. Baki said consultations were not held between the national government, the ABG and Commissioner of Police prior to the appointment, and there will be implications in the Bougainville Referendum. "Mr. Tokura is a substantive RPNGC Assistant Commissioner, that has been seconded to Bougainville on a permanent arrangement and we have all agreed to that in principle. "And basically, the consultation process has taken place between the president of the Autonomous Region of Bougainville, John Momis and the RPNGC Commissioner. "In any case, for him to come and assume this responsibility here, he will need to have his appointment revoked. " That means that I will have to get his appointment instrument back and consult with the ABG and allow them to approve the process of Mr. Tokura to have his appointment revoked so that he can come back here and then he can be considered for other position within RPNGC. At this point in time, I was not consulted so in as far as Mr. Tokura and I are concern, Francis Tokura still remains the Chief of Bougainville Police," said Gari Baki. However, Minister Bryan Kramer described Mr. Baki's statement as absurd and ridiculous. Kramer said, under the Constitution, there is only one National Police Force and that Mr. Tokura's appointment adds to Marape/Steven's government's commitment to rebuilding trust and reconciliation with Bougainville people.
