The Public Services Commission, is unhappy about the removal of its powers, to conduct Merit-Based Assessment, on appointment of Departmental heads, Provincial Administrators and Chief Executive Officers of Regulatory Statutory Authorities.
The P-S-C said this, in reference to a full-page advertisement in the two daily newspapers, by the Public Service Minister, Sir Puka Temu and Personnel Management Secretary, John Kali, on the latest reform in the Public Service. The Commission in a statement said, it was never consulted on this matter, considering it discourteous and disrespectful of the Government as the P-S-C is a relevant stakeholder. The P-S-C said, it only became aware of this matter, after the Bills were already introduced to Parliament, by the Minister for passing, to effect the removal of its powers. It claims, the removal of its Merit-Based Assessment and Recommendatory powers and placing them on a Ministerial Committee, is not in its best interest, as this may allow the return of similar problems, which the 1986 Public Service Restructure was to eradicate. Under the previous structure, Cabinet had the total right to appoint, suspend and dismiss, Heads of Departments and of other agencies.
