PARLIAMENT had enacted DISTRICT DEVELOPMENT AUTHORITY as an act of Parliament by the former ruling People's National Congress and Coalition Partners as a conduit to bring goods and services deliveries to the people of Independent State of Papua New Guinea. It was to target the rural population who remained unserviced for decades. Whilst the DDA act was the brain child of the for mer PNC regime , the act become breeding ground for missappropriation, mismanagement and perhaps a conduit for parliamentarians to leverage on people's money. Today District Development Authority is not working at all in some electorates , while other electorates are struggling. A pocket of electorates in PNG had succeeded through good leaders . The strings of DISTRICT DEVELOPMENT AUTHORITY starts in Waigani and stretched all the way to the electorates in rural outback creating political syndicate for massive and induced missappropriation of public funds. While the intentions of DDA was known to former PNC regime, the act breeds corruption and created phenomenal links for extortion. The District Development Authority today has become a scheme to allow certain self ego members of Parliament to receive windfall profits from tax payers and the people's development grants. Any ordinary poor person (s) being elected to parliament become filthy rich over night and rich parliamentarians become richer leaving their electorates and people scavenge on little or nil funds. Such has become too common now thus giving disparities to services deliveries throughout PNG rural areas. The people suffer big time. It can be concluded that , the PNC regime and Coalition Partners sponsored DDA act being enacted by Parliament was to create leverages of development funds to members of Parliament and enhance the Kitchen Cabinets, those on Government benches and their agencies to siphon at will. After the change of government last year in one of the most historical VONC, PNC leader and Coalition were plunged by an absolute majority and a new government was voted in. The current government would be the blue print of the Independent State of Papua New Guinea. In order to maximize on development agendas, services deliveries system , managing the affairs of this country and her people , some drastic measure has to be taken. It can be painful from the start but eventually rewards and divends will forge a new legacy for Papua New Guinea. A new government would mean a new era of political and economical reformation and change. The MARAPE/STEVEN government should revamp and bolster a prudent DEVELOPMENT PLAN & SERVICES DELIVERIES system that fits modern day Independent State of Papua New Guinea and her indegenious people at large. The indegenious people of Independent State of Papua New Guinea in the rural outback and the nation's population still face the enigma of missuse and rampant corruption until this government does puts her people first. The onus is now on PANGU PARTY and Coalition Partners to provide the best alternative government determined to deliver goods and services and channel development agendas. PNG needs changes that must work. PNG had been denied and deprived with window dressing infrastructures, inflated project cost with kickbacks, aristocratic government with deceptive political vendetta and massive foreign soft loans that holds PNG on huge debts. Repayment will take years to compete while people suffer in silence. This independent State of Papua New Guinea and her people are at the mercy of the current government to forge a new future. Defeat antics and agencies of corruption . Fight for PNG'S bright future. DISTRICT DEVELOPMENT AUTHORITY acts must be revisit or abolished in order to design a new development mechanism for delivery goods and services and development plans.
