By Paul Amatio As a former member of the police force, I have expressed my concern over the fact that members are being deployed without adequate protection or care for their health and well-being. Let us not forget that these are people with families, friends and relatives. They go home after work. Should any of them be inadvertently infected during the course of their duties, that will be the direct fault of this government. But there is another concern here which those outside the police or military may or may not understand. And that is the very glaring lack of clear and precise orders or directions under which this State of emergency Operations is to be conducted. Such orders or directions are called Operation Orders. Each operation is given a code name. And each and every national operation order is made by the Police Commissioner. Examples are the previous SOEs and the recent National Parliamentary and LLG Elections. The ops order clearly : * states the purpose of the order, * identifies the objectives and goals, * troops disposition, * supply, administration, logistics, contingencies, * chains of command and control * allowances and coverage for members * and many other things. The National Operation Order from the Commissioner is then used as the base for subsequent and supplementary Ops Orders at the divisional, provincial and even at the station levels. This State of Emergency is a MAJOR NATIONAL POLICE OPERATION. Many of my former colleagues are telling me now that there is no operation order for this. They are saying that they get their directions and orders on an ad hoc basis. Troop deployments from major sections of the RPNGC cannot happen because this Ops Order is not in place. For example the PHQ staff cannot deploy into operational areas without it, those at Bomana Police College also cannot move without it, and the same for the Police Band and the SSD and in fact every single division of the RPNGC. Essentially there is institutional paralysis. What we are seeing on the streets is a response to verbal and text message directions. There is no overall cohesiveness and oneness of direction. This cannot be happening! It is the sole responsibility of the Police Commissioner. Given this, the next logical question is: Why is it happening? I leave you to make your own answers.
