By: David Lepi We have seen many of Papua New Guinea Prime Minister James Marape's impromptu from shedding crocodile tears to banging on the United Nation' s door for money and we had to put up with the shame as a nation. If the PM hasn't been advised on the UN system it is financed by assessed and voluntary contributions from UN members. It operates on contributions and is not a profit making organization like the World Bank/International Monetary Fund. But he is also a man of many contradictions. Not only that he tries to copy Robert Kagame's Rwanda and instead doing the direct opposite in taking Papua New Guinea down the path of despair and destitution. By Dr. Tarcisius Kabutaulaka, 21 May 2021 In order to understand China’s growing and assertive influence in Oceania, there is a need to understand how Chinese companies operate and their impacts on diplomacy, economy, politics and the livelihoods of people. These companies are often at the forefront of Pacific Islands governments and communities’ encounter with China – they usually precede the Chinese state. Furthermore, they are central to China’s geo-economic, geopolitical and geo-strategic influence. In the past decade there has been an increase in the volume and value of Chinese foreign direct investments (FDI) in Oceania. Chinese firms, including state-owned enterprises (SOE) and private companies, invest in a variety of sectors including natural resource extraction, infrastructure development, telecommunication, energy, manufacturing, and retail businesses. This reflects China’s needs as well as Pacific Islands countries’ need to fuel their economies. The Chinese SOEs comprise well-known companies such as the China Harbour Engineering Company (CHEC); China Civil Engineering Construction Corporation (CCECC); China Railway Engineering Corporation (CREC); China Railway Construction (CRC); Huawei; Sinopec; Metallurgical Corp of China (MCC); Zijin Mining Group Ltd.; Zhongrun International Mining Company Limited; Xinfa Aurum Exploration Limited; and, China Construction Science and Industry Corporation (CCSIC) amongst others. There are also privately-owned companies as well those that exist in the gray area between private and SOEs and an increasing number of investments by overseas Chinese citizens, especially in the retail sector. Politics is a highly volatile substance of power. Its high fluidity drowns any form of ethical framework based around loyalty & mutual affirmity. The ocean of politics has more deeper trenches than any other quantified theories, which had even baffled great thinkers like Albert Einstein. Political giants from historical archives like Cleopetra, Napoleon, Churchill & Tupac have mastered the art of Politics by using deceptive tactics of NOTORIETY & BETRAYAL. In politics, if you don't know how to cheat or lie you are a sinner, not a righteous person. Lying is the act of a politically righteous person. AT least 70 people were in parliament yesterday despite the Covid-19 protocols restricting the number to 50 for such gatherings.
National Capital District Governor Powes Parkop reminded leaders that they were breaching protocols with more than 50 people in chamber. “We are talking about health response, the reality is this that the pandemic will not stop. It is us the people who will stop the pandemic,” he told the house. “The virus is happening and spreading because we continue to work in groups, we need to take leadership and that will change the people’s minds.” Western Highlands Governor Paias Wingti told fellow MPs that people’s ignorance was leading to more deaths from the virus. Marape and the government MPs then adjourned parliament to avoid a vote of no confidence (VONC) citing increasing COVID-19 cases. So let’s begin with the COVID-19 excuse. There is no requirement that you bunch of idiots camp every-time there is a VONC. After the motion is presented to the parliament, go back to your homes and wait out the one week requirement and come back to parliament and deal with the VONC. So that’s a lame excuse. Is it the right time for a VONC? NO! But in a parliamentary system, the executive derives from, and remains accountable to the parliament or the legislature. No one gets to decide whether the timing is right. Parliament does. By adjourning parliament, the executive is avoiding accountability. Furthermore, Marape had the numbers, be a Huli Man and meet them on the floor of parliament mate. There is no other competing architectural wonder for the last millenia untill just recently when Trump proposed to build a Wall along the US-MEXICO border to keep illegal immigrants out. The wall will not only serve as an economic measure, but also as a social and cultural divide between the Racist Caucasians and Latinos. Whether its the Berlin Wall, The Great Wall of China, or Trump's fanatical Border Wall, these architectural wonders were and would be serving one interest only; to keep political puppets and their money masters away from their own, poor people. After my last post, announcing the Allegiance Party’s plans to endorse former Chief Justice Sir Arnold Amet in the byelection for Moresby North West Seat, I noted a number of people asked: why Sir Arnold Amet? And as a former Governor of Madang why is he seeking re-election in Moresby instead of Madang? Sir Arnold Amet moved back to Moresby North East in early 2020. Early this year, I asked him if he would consider contesting the byelection under the Allegiance Party - a request he accepted. At that time, the Party had yet to make a decision on a suitable candidate. Sir Arnold is a senior statesman, a former Chief Justice, Attorney General and Governor, and he brings a wealth of experience, maturity and wisdom. His ethics in leadership are beyond question. The Allegiance Party has vowed to fight corruption and deliver on our policies to empower the people. Port Moresby NorthWest is a Part of NCD that accommodates people of different ethnicities and races inclusive of the indigenous landowners. Many women, children and Persons Living With Disabilities (PLWD) in the Nation's Capital face alot of challenges. It could be monetary struggles, family violence, lack of education opprtunities and other means of making ends meet each day. Ten months after taking power the government of James Marape has completely failed to deliver on its promises to tackle Papua New Guinea’s chronic corruption. James Marape was elected as Prime Minister on the back of a growing wave of discontent over political corruption and the misuse of public funds and the initial signs from the new government were promising. The Public Accounts Committee emerged from the shadows to hold televised hearings into the procurement of medicines and medical supplies in the Department of Health and Secretary Kase was quietly removed. A high-powered Commission of Inquiry was appointed to investigate the disastrous UBS loan scandal. Vocal corruption critic Bryan Kramer was appointed Minister of Police and ex-Task Force Sweep boss Sam Koim took command at the Internal Revenue Commission. Meanwhile, the legislation to establish an Independent Commission Against Corruption was dusted off and brought back to Parliament. |
