Scapegoat of Deception: Jacob Yafai’s Fall in PNG’s Dark Game

Papua New Guinea’s political arena has always carried an air of intrigue, but few stories capture its darker realities as vividly as the downfall of Jacob Yafai. His case reveals not only the fragility of public trust but also how powerful actors can maneuver to protect themselves while sacrificing others. At the center of it all, Yafai was turned into a scapegoat of deception.
The Paraka payments scandal, remembered in courtrooms as a matter of “rules broken” and “duty neglected,” is often reduced to sterile lines in legal documents. But behind those words is a far more complex tale—one where a seasoned bureaucrat was thrust into a trap he could neither avoid nor control. The blame was his to bear, while the real architects remained hidden.

As Deputy Secretary of Finance, Jacob Yafai had built a reputation as a capable career officer. He was not a man who sought shortcuts or wealth through corruption.
