The Parliamentary Referral Committee on Education has heard, that about
six-thousand teachers nationwide, face being put off the payroll as part of the Education Department's cleansing program. Secretary, Dr. Michael Tapo, told the inquiry this is partly due to the Provincial Education Authorities' failure to submit teachers' resumption forms to Waigani. Some teachers will be put off the payroll starting this month because their status on appointment and duty resumption forms could not be established this time of the year. As Mark Kayok reports, Education Secretary Dr Michael Tapo said of the more than 50,000 teachers, only 44,590 were confirmed to have resumed duties while the remaining 5, 831 teachers will be removed from the payroll this month. PNGTA has leveled the blame on the Alesco payroll system, describing it as useless and not responsive to the needs of teachers. Secretary Tapo told the inquiry that the department has a lot of challenges and impediments in areas of correct teacher data, HR, payroll and appointment hence it would be a huge task to rectify the problem. Meanwhile Dr Tapo said the appointments of Provincial Education Advisors will be returned and centralized in Waigani so that they are subject to the NDoE Secretary rather than the current regime where they become yoyo's under the whims of politicians and power bureaucrats in the provinces.
