The Papua New Guinea national identity card system project was realised yesterday during a workshop held by the National Consultative division in Port Moresby.
This system will provide basic population counts daily, monthly and annually for the purposes of policy, planning and monitoring, as well as privacy and identity protection of individual citizens in the country. It is a compulsory multipurpose card system, features similar to a plastic card which people use for banking, but has a tamper-resistant memory and will contain personal information such as date of birth, address, sex, occupation, photograph and fingerprint that will be stored automatically in the database system after registration. The PNG NID project was tasked to the department of National planning and monitoring, the National statistical office, and the Civil and Identity registry office by the National Executive Council under the Civil Registry amended Act 2014, and the National statistical services Act 1981. At the workshop, the acting secretary for the Department of National planning and monitoring, Juliana Kubak said it is first of its kind in PNG to deliberately use ICT to collect population information. "We are targeting to identify and register over four million citizens above the age of 18 and well over three million people under the age of 18 years. "So for those provinces that do not have a registry office constructed, there is now an urgency to build them in your respective provinces! Because if there is ‘No fixed offices, there will be no registration in your province," said Kubak. She said up to 200 teams will be formed for the roll out exercise as of March, next year, where each team will consist of a team leader, two data entry operators and security personnel. The ward councillors nationwide will join the team at their ward to make sure all census units are fully accounted for. "Also, I am pleased to announce that the mobile kits for registration have arrived in the country and are being assembled and tested in readiness for the roll out. "These kits comprise a high resolution camera, a scanner for fingerprints and laptop for registration purposes.
