Papua New Guinea’s Wapenamanda MP, Miki Kaeok, has been directed to appear before the National Court tomorrow to explain why he failed to implement a court order designed to end ongoing tribal clashes in Enga Province. The order follows escalating violence between the Yangukun and Yakuman tribes, whose leaders — Kaeok and businessman Danny Kati respectively — were both instructed on October 17 by Resident Judge Graham Ellis to enforce peace and a ceasefire. However, the hostilities have continued unabated. Kati has since filed a motion requesting that the police arrest and bring Kaeok before the court to answer contempt charges or that a warrant be issued in the event of non-compliance. The motion also seeks a court determination on penalties for alleged contempt of the October 17 order. Judge Ellis noted that the violence has hindered judicial work in Wapenamanda and disrupted children’s education. He instructed that all legal papers be served on Kaeok by 5pm Tuesday, allowing service via electronic means if necessary.
Court evidence indicated that the fighting began after a member of the Yangakun tribe was shot by a Yakuman tribesman at a public event attended by Kaeok on August 15. The shooting sparked violent retaliation between the two groups, leading to deaths and widespread destruction. The clashes have claimed multiple lives, including students, destroyed property, closed schools, displaced families, and forced a local radio station to shut down. Churches and transport routes have also been affected, with roadblocks along the national highway causing fear among motorists. Despite earlier police intervention efforts by Chief Superintendent Joseph Tondop on September 24, peace has not been restored. Judge Ellis stated, “To avoid doubt, the notice of motion, statement of charge and two affidavits filed on Oct 22, if not already served on Kaeok, are to be served on him by 5pm (Tuesday), which documents may be served via internet or telephone.” Headlines Now
