Papua New Guinea’s Enga Province has taken a firm step toward strengthening formal law enforcement, with newly appointed Provincial Police Commander Chief Superintendent Steve Harris announcing that customary compensation will no longer be accepted as a way of settling criminal offences. Chief Superintendent Harris made the declaration during his official hand-over-take-over ceremony in Wabag Town, where senior officers of the Royal Papua New Guinea Constabulary, public servants and members of the community gathered to witness the leadership transition. Addressing the crowd in his first speech as PPC, Harris sent a direct warning to those involved in unlawful activities, stressing that criminal matters must be dealt with under national laws rather than through traditional settlement arrangements.
“Any customary obligations or compensation payments to pay for crimes committed has come to an end,” he said. “All lawbreakers will face the full force of the law, and the rule of law will prevail.” Harris takes over from Chief Inspector Kelly Sombe, who was commended for his service and commitment to maintaining order in the province. The ceremony featured a formal parade and the signing of official documents to mark the transfer of command. In his farewell remarks, Sombe thanked the Enga Provincial Government and the Police Department for their support, acknowledging that tribal fighting and ongoing law and order issues continue to challenge policing efforts in the province. Assistant Commissioner of Police for the Western End, Joseph Tondop, expressed confidence in the new commander, saying Harris brings the discipline and leadership needed to address violence and restore stability in Enga. “All lawbreakers will face the full force of the law, and the rule of law will prevail.” Headlines
