The state-of-emergency call out for state entity P-N-G Power Limited has been described as bizarre. Director of the Institute of National Affairs says this should not be the solution to save an entity that has financial problems. Paul Baker said PNG Power has a proper board and management that should be addressing issues facing the entity. He said lack of strict discipline, proper planning and earlier investments leads to PNG Power facing this crisis. Mr Barker said if the government institutions have failed to pay their bills then this should be addressed through strict discipline measures or budgetary processes. He questions the four-million Kina exercise to engage the police and defence force: "Quite what police and defence are meant to do in the process is a little abit bizarre because probably police and defence are two of the offending bodies that haven't been paying their power, I'm not sure but that maybe the case.And what are those police and soldiers meant to be doing, collecting money and if so,what would the accountability for those funds be.They are not a fundraising body and they are not organizations designed for power generation.We seem to be using a hammer to try and turn the screw with this new measure".
