THE financing of the public service from the national and provincial recurrent budget is expensive and should be overhauled to be cost-effective, says the Vice-Minister for Finance.
Menyamya MP and the Vice-Minister Benjamin Phillip said a lot of money was being paid to public servants annually but work done by them did not reflect the amount spent on them. “Most public servants are being paid for doing nothing or doing minimal work yet the system we have in place continues to pay them for their inefficiency and ineffectiveness in executing government directives for services to trickle down to the people,” Phillip said. He said the public service should be overhauled to bring back productivity that would reflect in services being felt by the people. “Public servants, unlike the private sector employees, are paid a fixed salary with all sorts of allowances for doing nothing or minimal work,” Phillip claimed. “For example, if a public servant has gone AWOL for six months, he or she is still being paid, and that is just not right. “In other areas, public servants either work half a day or don’t work at all yet they are still being paid for the full day’s work,” he said. Phillip said the solution was an overhaul of the public service system to eradicate inefficiency. “I intend to keep raising this issue until it is addressed by the government,” he said.
