Kumul Haus to Reshape PNG Government Business Hub in Port Moresby

Papua New Guinea has taken another step toward modernising its state enterprise sector with work set to begin on Kumul Haus, a new office tower planned for the Portside waterfront in Port Moresby.
The 10-storey development, launched during a groundbreaking ceremony yesterday, is expected to provide a central location for major state-owned organisations while supporting the Government’s long-term reform agenda for public enterprises.
The proposed building will have the capacity to accommodate roughly 100 people per floor and is expected to be completed within two-and-a-half years.

Government agencies and state-owned enterprises earmarked for the facility are expected to move into the complex in 2029 after construction is finalised in 2028.
Kumul Haus is intended to strengthen collaboration among state-owned entities by bringing them together in one location while supporting plans for improved management and partial privatisation initiatives.
The future occupants will include the Ministry and Vice Ministry of State Enterprises, Kumul Consolidated Holdings, PNG Ports, DataCo and several other enterprises with majority government ownership.
Cultural performances by Motu Koitabu dancers formed part of the ceremony, escorting invited guests to the construction site overlooking the waterfront.
Funding and delivery of the project will be managed through a Design, Build, Operate, Lease and Transfer arrangement, with Jurudaya Joint Venture Phoenix Limited responsible for the development and operation of the building before its eventual transfer to Kumul Consolidated Holdings.
The arrangement will see the facility leased back to Kumul Consolidated Holdings for 15 years, after which ownership will pass to the organisation in 2041, adding a valuable K130 million asset to its holdings.
“This will end decades of rental dependency and establish a true one-stop shop for our state-owned enterprises.
“This project will also stimulate local economic activity, creating employment during construction and operations, developing our people's skills, and establishing this portside garden.”
