FORMER Madang MP and police and petroleum and energy minister Nixon Duban has been arrested and charged with two counts of misappropriation and one of conspiracy to defraud. The amount involved is K1.2 million. Asst Comm of Police (ACP), Crimes, Hodges Ette confirmed the charges, saying that police were investigating. According to police reports, Duban is alleged to have conspired with two other persons to defraud K600,000 belonging to the Yagaum Rural Hospital infrastructure renovation and improvement project. For the second and third charges, it was alleged that he dishonestly applied to use others in an educational tour to Jayapura, Indonesia, a sum of K260,000 and other uses namely Tumbuna Track Studios and Yabob Lutheran church property a sum of K340,000.
At the time of the alleged offences, he was the Madang MP. Money for the Yagaum centre was released in K300,000 instalments. The first part was released to purchase two pieces of medical equipment on May 2, 2012. The remaining K900,000 was deposited into the Madang treasury operating account on Dec 13, 2012. However further enquiries into the money found that on Dec 28, 2012, a payment of K300,000 was made to the Yagaum rural hospital. In 2013 it was revealed that a total of 16 payments totalling K597,616.90 were made. The main two components were K340,000 for financial assistance and K260,000 for an education tour of Jayapura. Duban, 44, of Hamo village in Madang, represented Madang from 2012 to 2017. He was brought into the police headquarters, interviewed and taken to the Boroko police station.
