A Cambridge-educated training officer who "shamelessly" misused State-funds meant for an Australian training institution has been jailed for two years.
"You should consider yourself lucky in getting two years imprisonment despite stealing a significant amount of money,"was the remark of Deputy Chief Justice Sir Gibbs Salika when sentencing Boisen Asi in the National Court on Friday. "What you did was straight-forward misappropriation. You shamelessly spent that money as if it was yours," Justice Salika told Asi, 46, of Barakau village in Central Province, and jailed him for two years with hard labour for misusing K15,547.40. Asi, married with five children, was a training officer with Labour and Employment Department when he committed the offence, the court was told. He was given K15,547.40 to send to a training institution in Australia but used it instead. "You are an experienced person. Well educated – earning a number of diplomas from PNG Institute of Public Administration and an international qualification from Cambridge University. You were in the position of trust," Justice Salika told him at sentencing "However, experience is one thing and misappropriation is another." Justice Salika said Asi deliberately did not turn up for work after he had misused the money and offered excuses for his absence. "You were hiding at your Barakau village and in the city for three weeks until you were eventually caught at your home at Korobosea by the department officers with the help of police. "That is how you are here (in court)," the judge told Asi before jailing him, saying he had jailed offenders for two years for stealing lesser amounts. Your case involves more than K15,000 but I am sentencing you to two years imprisonment, which you should consider yourself lucky." PNGFacts/PostCourier
