Minister for National Planning Hon Samuel H Basil today urged reviewers of Papua New Guinea’s current Medium Term Development Plan (MTDP III) to be “frank and honest”. Minister Basil, also urged the reviews including overseas development partners and various sectors and provincial governments, to align their plans and work with state agencies on priorities of the Marape-Steven Government. Speaking at APEC Haus, Port Moresby, Minister Basil told the National Consultation Forum participants that the Marape-Steven Government wants to know the truth about how PNG has fared against its own plans for development. Mr Basil said that MTDP III which covers five years from 2018-2022 is one of five MTDPs aimed at grounding the Kumul Vision 2050 – the blueprint roadmap for PNG’s development. “The review of this MTDP III is crucial and necessary. Firstly, it is two and a half years since it was launched. Since then there has been a change in headship of Government from O’Neill led Coalition to now Prime Minister Marape led one. Thirdly, MTDP III has now had two lots of annual national budgets – 2019 and 2020 and it is necessary to review funding versus implementation. On top of that, while PNG’s obligations are to the development and well-being of its 10 million people, as a part of the global village, the country is accountable to humanity in general especially through to the United Nations on the Sustainable Development Goals (SDG),” said Minister Basil. “Let me urge you all: Be frank and honest in assessing MTDP III. The quest for truth is many times painful. But just as correct diagnosis is the first step towards healing, truth is important for us to take corrective – and ultimately liberating action. “The report to Cabinet from this review exercise must record the progress, the issues and the challenges. We need to take heed of these – at the political level as well as the bureaucratic level – to better position ourselves toward achieving the MTDP 3 for the remaining two and a half years. At the same time, it will inform our report to the United Nations Assembly on our commitment to SDGs.” Mr Basil asked all state agencies, development and private sector partners to support the Department of National Planning and Monitoring to undertake “this MTDP3 review as one of the critical deliverable of the Marape-Steven Government” with clear and resonating undertones that he wants “buy in” by overseas development partners on Marape-Steven Government going forward. “We need to have realistic plans that can be funded through our budget for a greater development outcome,” he added. “Ultimately, all state agencies need to work as part of one whole government – holistically - to harmonize sectoral, provincial and district plans to the MTDPs; In addition, all must share resources – where needed – to assess the outcomes of these plans. “Let me also request our development partners to align your country programs to support the government’s MTDP activities.
