A new police commissioner appointed by the Government should seize the opportunity to revitalize and restore law enforcement functions of the force.
Deputy Opposition Leader and Member for Bulolo, Sam Basil made the call after the sentencing of Police Commissioner Tom Kulunga last Friday. Basil said the new candidate must restore law enforcement functions of the police with impartiality. Mr Basil said that in our system of Government, it's clear to anyone appointed that its the people and the Constitution and enabling laws that placed them in those positions. He said according to the Constitution, a police commissioner is responsible to the National Executive Council through the minister but when it comes to their function, Section 197 states that "to lay, prosecute or withdraw charges in respect of offenses, the members of the police force are not subject to direction or control by any person outside the force.
