The government's ALESCO pay system has been blamed for the pay delay for Public servants and teachers in the country. The recent reports of public servants from certain government organizations not receiving their due salaries on time, is attributed to their non-affiliation to the Finance Department’s ALESCO electronic payroll system. This was announced by by Finance Department Secretary, Dr. Ken Ngangan at the 2016 Leaders’ Summit, hosted by the Prime Minister, Peter O’Neill. The ALESO system is the PNG Government’s HR and Payroll System. Public servants within the Parliament and state-owned entity, National Broadcasting Corporation, raised complaints of non-payment, which were directed and leveled against the finance department. However, Secretary Ngangan says, “These certain government entities are not on the ALESCO Payroll System, hence their own accounting departments are tasked with the payment of their remuneration.” “I only disburse payments to public departments, organizations, agencies and public personnel who are affiliated to the government’s ALESCO payroll system,” Secretary Ngangan said. The non-payment saga also hit headlines in the Region with the ABC’s Pacific Beat saying the financial ordeal is a result of the PNG Government’s cash crisis. However Secretary Ngangan hit back saying, “The country and the government have money, we are not broke and these are same sentiments that were reiterated this morning by my counterpart in the Treasury Department,” said Dr. Ngangan.
