The Ramu Block 1 FMA Timber Project in Madang Province is a story of scandal, corrupt dealings involving public servants, politicians and land owner leaders. Decisions were made by these people for their own gain and not of the simple resource owner back in the villages since the projects inception in early 90s.
Throughout this timber projects history, many laws were broken by the above authorities yet nothing was done to prosecute these people.
The latest is the allocation of the Ramu Block 1 FMA to Madang Timbers Ltd by Belden Namah as the Forest minister on March 28 2012.
The FMA agreement was signed between the PNG Forest Authority (PNGFA), Namah as Minister for Forest and their choice of developer, Madang Timbers Ltd on March 16 2012 and Namah issued the Timber Permit on March 28.
But according to the Environmental Act 2000, an Environmental Permit must be granted to any natural resource developer before a mining, fishing or timber permit be acquired. Under Part V. of the Environment Act 2000, Madang Timbers must institute necessary process to apply and register with the Director of Environment to acquire necessary approvals. This process may take a minimum of 6 to 12 months to accomplish and acquire an Environmental Permit.
However, Madang Timbers acquired a Timber Permit (TP) within days after signing of their project agreement.
The question to be asked is; Did this company lodge an EP application at the Department of Environment and Conservation (DEC) and was an EP issued to them at all? The time frame logically doesn't allow space for this vital process.
It is a fact now that, the Madang Timbers Timber Permit was suspended by the PNGFA on the 20 September 2012 in view of this deliberate error or rather corrupt dealing.
Up until now, letters by concerned land owners to the DEC, PNGFA and our Madang MPs has not yielded any response.
Madang Timbers entered and destroyed our jungle without an Environmental Permit and nothing is being done about it. This is a very deliberate act of crime where the Constitution is trodden on without respect by a foreign entity with help from our national leaders and government agencies.
This company must be exposed, its logging licence stripped and the people involved in the DEC and PNGFA prosecuted in their involvement.
Up to date, Mr John Pundari has not responded to landowner queries and no actions taken to ensure, such corrupt practices don't recur.
