Parliament has heard of a cunning Papua New Guinean, who is acquiring Urban Development Leases from the Department of Lands, and then selling them off. Urban Development Leases are big portions of land, granted to applicants for development in a five-year period, but it may be taken away by the State, if the land, referred to under the lease is not developed. Lands Minister, Benny Allen told Parliament yesterday, that his Department has identified a certain Papua New Guinean, who's fraudulently acquiring U-D-L's and selling them off. East Sepik Governor, Grand Chief Sir Michael Somare has urged the Department to report the individual to police to be arrested, but Minister Allen says, the un-named individual has been quite cunning. "The person referred to is someone we know. "He gets land titles in almost all parts of Papua New Guinea. "From Western province up to Vanimo, and up to the Highlands. "He has a strong connection within the Department, and is able to get land anywhere in the country. "The Department has black-listed him. "We've been keeping an eye on him, but he is smart because everytime he applies for land, he applies under a different company, so that has been a problem," Minister Allen told Parliament.
