A police investigation team from Port Moresby has arrested and charged two
members of the Rabaul based Police taskforce unit on April 16, 2014 for grievous bodily harm (GBH). The two policemen were arrested and formally charged on one (1) count each of Grievous Bodily Harm (GHB) under section 315 of the PNG Criminal Code Act Chapter 262. According to police briefs, a complaint was initially to police that Miriam Papakat and Jimmy Ralin had wilfully damaged, threatened and used insulting words on a couple. The incident occurred on Friday December 13, 2013 at Kabakada village. The matter was reported to Rabaul Police Station. Police taskforce unit attended to the complaint at Kabakada village on Saturday, December 14, 2013 and apprehended Miriam PAPAKAT and Jimmy Ralin. It is alleged that both suspects were then badly assaulted by the Police taskforce unit using a fan belt, a baseball bat and boots. It was also alleged that Miriam Papakat and Jimmy Ralin were then forced to kiss in public in front of other people included the husband and children of Miriam Papakat. Abusive words were allegedly used by a particular policeman, First Constable Joe Ngotngot to both suspects and in particular to Miriam Papakat who suffered a broken leg as a result of the beating. The two policemen were charged and detained at the Kokopo police cell with a K500 cash bail imposed but released on OR by the Provincial Police Commander Superintendent Anthony Wagambie (Jnr). The crime scene at Kabakada village was re-visited by the investigation team and interviews collected from witnesses to establish the facts surrounding this case. The Investigation Team was led by Senior Inspector Charles Winuan from Internal Affairs Directorate, a CID member from the Police Headquarters plus an Ombudsman Commission Oversight officer. The Police Internal Affairs Directorate in collaboration with the Ombudsman Commission Office is investigating this police case and appropriate charges will be laid. Comments are closed.
