The top management of the Royal PNG Constabulary is committed to holding members
of the police force accountable for their actions and ending police brutality, Commissioner of Police Toami Kulunga made this known following queries raised by the media in relation to a number of alleged human rights abuses by members of the RPNGC. Last month a video was posted online showing a man being viciously attacked by police dogs. Commissioner of Police Toami Kulunga condemned the action and directed for an investigation to be undertaken into the matter. “The Constabulary and its members do not have the powers to arbitrarily hand out punishment on offenders. We operate within the premise that everyone is innocent until proven guilty in a Court of Law. Such alleged abuses, either by policemen or in this instance police dogs, will not be tolerated by my management,” Commissioner Kulunga said. Details of the investigation and actions taken will be released to the media as soon as the investigation is completed, Commissioner Kulunga said. A total of ten policemen including a commissioned police officer have been arrested and charged, both criminally and administratively over the cutting of the heels of 74 suspects by police at 7 Mile in the National Capital District. Administratively all policemen have been suspended. The cases of the members charged criminally are also currently before the Courts. In relation to another incident over the Easter weekend where policemen allegedly broke into and looted a shop at the Gerehu Suburb, Commissioner Kulunga promised that the matter will be thoroughly investigated as well and if true criminal and disciplinary actions will be taken against the policemen. “The alleged actions of the policemen go against the very reason why we wear the police uniform. Our primary objective is to protect life and property and to maintain and as necessary, enforce the law in an impartial and objective manner. My management maintains a zero tolerance level on abusive, corrupt and unprofessional policemen and policewomen and will take the strongest action available,” Commissioner Kulunga concluded.
