A Church Partnership Forum in Madang has heard, that the Joint District Planning and Budget Priority Committee is irrelevant to addressing the country's needs, therefore, must be replaced.
Government's Chief Secretary, Sir Manasupe Zurenuoc says, the establishment of Provincial and District Treasuries under the 1995 Reforms, aimed at strengthening Local Level Governments to bring services closer to the people, but this and infrastructure development has decreased over time. To address the decline, the government introduced the District Support Improvement Program, where each of the 89 districts received 10-million-Kina to fund service delivery in education, health, infrastructure and agriculture. The Chief Secretary says the DSIP is now beginning to bear fruit throughout the country. New housing programs for public servants are being introduced, roads upgraded and new school infrastructure being built through the funding. Meantime, Parliament in February this year passed an amendment to the Organic Law on Provincial and Local Level Governments, abolishing the JDPBPC to create a new e District Development Authority. The new Act is yet to be tabled in Parliament.
