Governor Powes Parkop wants to amend the constitution to control the consumption and distribution of alcohol. Governor Parkop who was instrumental in the removal of betel nut from the streets of Port Moresby stated that he now wishes to tackle the problem of alcohol and the issues that come with the consumption of illicit beverages.
He said that he wishes to affect a law that will allow the police to detain drunk and disorderly individuals who are being a nuisance to society. The governor stated that the current laws made detaining drunks hard for the police because many drunks know that they can only be arrested for a punishable offense and thus use this knowledge to avoid being arrested, remaining a menace to society. “When the police do pick up drunks, they (police) are seen as the bad guys, often being accused of picking persons up with no good reason. “I want police to be able to simply detain drunken individuals without the need to charge them and let them cool off in a safe area before letting them go,” he added. Governor Parkop stated that he will present a proposal to relevant authorities that will render all consumption and distribution of alcohol illegal without a licence. He explained that his idea for licensing drinking will allow for the curbing of many issues such as alcohol related violence, underage consumption of alcohol and illegal sales (black market) of illicit beverages. Parkop further added that the alcohol licensing law that he wishes to amend into the constitution will also greatly enhance the police constabulary’s criminal data base and make keeping track of alcohol driven violent offenders easier. The NCD governor said this isea was one of his next big proposals and that he would do his best to see this done for the good of innocent, peace loving people living in Port Moresby and the country who are being tormented on a daily basis due to their being no proper method of controlling drunk and disorderly persons.
