A judge has cautioned the government to be careful when approving project funding to private companies.
Deputy Chief Justice Sir Gibbs Salika issued the stern warning after sentencing a man to eleven years in prison for misappropriating millions of kina. The decision was handed down last Thursday. Zebedee Kalup, described by the judge as a "paper farmer" is from Siar Village Madang was convicted of misappropriating a total of K4, 755, 000 The monies were obtained by submitting project proposal for several agricultural projects in Madang and a communication project in Kiriwina, Milne Bay. The court found, the Madang projects were a total failure as Kalup had no agricultural expertise. The Kiriwina project never got of the ground. Sir Gibbs ruled it was a clever calculated plan by the prisoner to use two local members of parliament to secure the funding. He was sentenced to 11 years with hard labour.
