Non-Government Organizations and individuals who are operating centres to look after children who have no parents, or orphanages in the country cannot seek assistance from provincial governments.
National Capital District Governor Powes Parkop says this is according to laws under the Pikinini Act. He highlighted this when asking the government during question time in Parliament today, whether it has plans or a policy regarding the issue of orphans in the country, especially those in major towns and cities. Mr. Parkop says many people who claim to run orphanages in Port Moresby, are asking him for help. Minister for Community Development Loujaya Kouza in her response, says there are no specific policy or legal framework to set up orphan centres in the country. She however says, this is one issue her ministry will be looking at, in the upcoming National Women Consultative Meeting in March. The Minister hopes to put together a plan to address the issue.
