The Chief Justice, on behalf of the Judicial Legal Services Commission, today, announced the appointment of the Hon. Justice Terence Higgins AO QC, as a judge of the National and Supreme Courts, until his retirement. He will retire in September of 2015 when he attains the initial retiring age of 72 years. He is eligible for re-appointment up to age 75. His appointment is enabled by an amendment made by Parliament in 2010 to the Organic Law on the Terms and Conditions of Judges, which increased the retiring age from 60 (initial) to 65 (mandatory); to, 72 (initial) and 75 (mandatory). Prior to His Honour’s appointment to the PNG bench, he served as the Chief Justice of the Australian Capital Territory (ACT) for a period of 10 years. He retired in September of 2012. Prior to his appointment as the Chief Justice of ACT, he had a distinguished career in the legal profession culminating in his attaining silk (QC) in 1987. He was appointed a judge of the Federal Courts as well as judge of the Supreme Court of ACT in1990. He was appointed Chief Justice in 2003. His Honour is the most senior of retired non-citizens judges to be appointed to the bench in PNG. His appointment brings the total number of judges in PNG to 33, of which he is the 6th non-citizen judge serving the bench in PNG. The PNG Judiciary stands to gain immensely from his experience. His Honour will fill the need for an experienced civil judge in the NGI region and therefore will be based out of Kokopo as its third resident Judge. His Honour was sworn in today at Government House. He was accompanied by his wife Gayle Higgins. The Judiciary welcomes him to the bench and thank him and his family for accepting the Judiciary’s invitation to join the bench in Papua New Guinea.
