PORT MORESBY: Teachers’ training and qualification is crucial for improving the level of literacy in the country, says Opposition Leader Don Polye.
Upon learning the government’s intention to reintroduce the Standard Based Education curriculum this year, Mr Polye said it was a challenge for those teachers trained under the Outcome Based Education. “The latter has been in existence for more than five years since the abolishment of SBE. “Most teachers, who have been trained under the OBE, are concerned that they lack proper training to implement the new curriculum,” said Mr Polye. He has called on the government to review its intention to implement SBE curriculum, given that the schools will start on February 2. “The government should stop imposing on the teachers because the trainings for them in preparation for the implementation of the new curriculum should have been conducted over the Christmas holiday. “Education is a matter of life and death and that the government should not play up with the learning of our students,” said Polye. He said the efforts to improve the level of literacy skills in all the people must be taught by qualified teachers in adequately capacitated classrooms and facilities. He added that the Opposition’s alternate government policy, which will soon be launched, captures all the chronic problems in the education sector. “This policy will include the qualifications and teaching conditions of teachers who will be teaching in all the schools. “The teachers need to be properly compensated with improved working conditions like housing, salary and logistics,” he said. He said all classrooms, laboratories, libraries, telecommunication and power, and teaching and educational materials need to be adequately provided for schools meeting the standard set. “In our policy, a task force of educationists and other stakeholders needs to be established to initiate the process. “The teacher’s colleges must be properly capacitated with quality facilities that give quality training,” he said. He said teachers and staff of a school must be properly incentivised or motivated to give a high level of commitment to their profession. “If or when the Opposition is in power, we will by law establish a standard of accreditation at the lower, middle and upper levels of education to ascertain a minimum required standard of education is taught. “It will be unacceptable or illegal to accept a standard lower than expected at a school unless for justified reasons,” he said. Polye said the justified reasons would be if there was no funding to upgrade to the required standard. “If funds are unavailable due to mismanagement, this will lead to much tougher penalties. “Sub-standard schools must be improved to meet the minimum standard requirement as a matter of urgency,” Polye said.
