Port Moresby, March 2, 2016 – Last week the Department of Finance with UNDP’s support introduced new computerized system that allows to monitor financial reports coming from the districts in a “live” mode - on big TV screens, placed across Vulupindi House, Department of Finance building. The six TV screens have been installed at the strategic places of the Department of Finance, including the cabinet of the Secretary of Department of Finance. Once the reports from the province and district treasuries are submitted, the information goes online and is broadcast on the 55’ inch screens across the Department. The new tool is an effort towards establishing an effective monitoring system and communication network, which will help eliminate backlogs in the submission of monthly bank reconciliations and annual financial statements, faced by the Department of Finance currently. The Department of Finance manages more than 600 government accounts across the country. For each of them, an accurate and timely financial report needs to be submitted on a monthly and yearly basis, which means that more than 7,000 financial reports are produced every year. “This is an important tool that will promote transparency and accountability, in line with the strategic directions of the Department of Finance to improve compliance in our public accounts. As of this launching I am putting every one of you – provincial treasurers – on notice to be more accountable in your respective responsibilities” – Dr. Ken Ngangan, Secretary, Department of Finance. “Greater transparency is vital for an effective public service. The new monitoring tool will assist building more effective public fund management system, and the United Nations supports this innovation” – Roy Trivedy, UN Resident Coordinator/UNDP Resident Representative. Later on the system will incorporate other key performance indicators of the Department, such as budget and expenditure performance, revenue collection, gender equity and social inclusion indicators and more. The initiative is part of UNDP’s broader work on improving financial management across Papua New Guinea through the Provincial Capacity Building and Enhancement programme with the support coming from the Australian Government and the Government of PNG.
