Rabaul Open in East New Britain province is among electorates taking the State to Court for withholding the balance of their District Services Improvement Program funding from last year.
Open Member and Chairman of the Joint District Planning and Budget Priorities Committee, Doctor Allan Marat made his intention known during its meeting, with Committee members moving to take the matter to Court. Rabaul district only received 3 million Kina from the total 10 million Kina, DSIP funds for the district in 2013, while most other electorates got their DSIP funds for the end of last year. Rabaul is one of electorate that has its MP in the opposition wing of parliament, and it has little portion of it's DSIP allocation for 2013, and the joint district planning and budget priorities committee is querying why they were left out while other MPs in the government side got most of their funding. The matter was raised before the Acting Finance Secretary Dr. Ken Ngangan during a conference for district and LLG's treasurers and finance officers in Kokopo in September last year and he said release of funding is base on the availability of cash flow at Waigaini.
