Deputy Prime Minister and Chairman for the National Governors Council has clearly emphasized that consultation with the Governors will enable the Organic Law Review on Local Level Governments to be fruitful.
Governors from the most provinces nationwide are in Kavieng, New Ireland Province, to attend and participate in the bi-annual National Governors Council Conference, which began today. The consultation conference will focus mainly on reviewing the Organic Law on Local Level Governments 1995, in order for services to effectively reach our people at the sub-national levels – LLGs and Districts. The governors and their provincial administrators flew into the Province yesterday and were welcomed by the local MPs including the Kavieng MP and State Enterprises Minister, Ben Micah, Namatanai MP and Mining Minister, Byron Chan and the host governor and former prime minister, Sir Julius Chan. Deputy Prime Minister and Chairman of the National Governors Council, Grand Chief Hon. Leo Dion outlined the three board pillars considered to be critical to demarcate boundaries for inquiry in the event where the Organic Law is to be reviewed. These pillars include the relevant and effective political and administrative structures that would suit the country’s demands relevant to the 21st century; ensure greater empowerment of the people at sub-national levels of government and to strengthen and firmly unify Papua New Guinea. Mr Dion said they are relevant and realistic to strengthen state building as well as to support nation building and national unity. “It is no coincidence that they are forward-looking and aligned with the Vision 2050. “We cannot put the ‘cart before the horse’. Consultations must take place and your (governor’s) inputs must be sought and taken note of, before we present this review to the National Executive Council for deliberation.“The outcome of the review and eventual implementation will depend entirely on the process of effective consultation with all the governors and their provincial administrators before taking it up for deliberation by Cabinet,” Mr Dion said. The conference will also be focussed on the effective service delivery at the local level government level. “The bottom line is ensuring that necessary basic services reach our people at the rural level, whom we are supposed to be serving,” he said. The Council Conference was officially opened today (14/10/14) by Prime Minister Hon. Peter O’Neill, who emphasized the importance of reviewing this Organic Law on Local Level Government to the Governors and further assured them the National Governments undivided support. He also thanked his deputy for the progress as the Chief Convenor of the National Governors Council consultation conference and applauded the attendance of all the governors and their provincial administrators.
