The Deputy Opposition Leader and Member for Bulolo , Hon Sam Basil, MP has called on Minister for Lands and Physical Planning and the Minister for Housing & Urbanisation to work together to develop proper planned residential areas to cater for the social , political and economic needs of Titleholders and residents throughout the country. He made the call in relation to the Governor of NCD making a commitment to resettle people from the Erima Highway to be relocated to 1000 blocks at Durand Farm.
“Basil asked if these 1000 allotments by the Governor are within the proposed Durand Farm Housing Estate by the National Housing Corporation or another Scheme within the same area. It is interesting to know whether all the people removed from development sites around NCD are relocated to planned suburbs or the NCDC is creating other unplanned and settlements that will continue to create problem with customary landowners, Titleholders and other users and lessees in the new locations”. Mr Basil said the old system of creating Low Scheme Housing Schemes such as East and West Taraka, 1-4 Mile in Lae, Morata, Erima and Five Mile in NCD and West Goroka must stop as these schemes did not provide for proper water and sewerage, sanitation and telephone services. Also, there is absence of land available in this type of Scheme to cater for construction of other amenities such as Community Health Centres, Police stations, markets, schools, recreational areas and LLG Wards and District Administration Offices. While the Deputy Opposition Leader, commended the Prime Minister and Minister for Housing and Urban Development for their initiatives to provide houses and accommodation for the people, we must not use it as a gimmick to appease our low income earners and those unable to purchase house in the proposed Housing Loans Scheme, which is definitely out of the capacity of the middle and low level public servants. Mr Basil said PNG should be concerned about issues that seem to plague the housing and accommodation sector in the country. Mr Basil said he is supportive of the need to expand the housing stock in the country, but we must be serious to put money and relevant facilities that will enable the people to access all services that are necessary for proper development. Mr Basil said the Government to release any available land in the urban centres and must develop Physical Planning Areas with proper design and provision of serviced allotments with power, water, sewerage and sanitation and telephone services and also allotments for business lease and special purpose lease for police, health, LLG and District Services for markets, sports fields and schools. “We cannot continue to develop more settlements whilst removing illegal settlements or relocating people from infrastructure development sites to land and areas that are not legally approved and planned for proper residential estates”.
